Hi,
The exposure scenarios that are part of the Annex of the MSDS are in a .pdf file, when we send the MSDS to the client, it is necesary to attach thid file in the shipping order.

Finally the solution was easier:
The report (MSDS) then is able to show the full content of the file.

SPRO > EH & S > Basic Data & Tools > Report definition > Settings for Document management > Assign EH & S document types to DMS document type > Assign the created document type to Doc. types.

if you do not submit the "Annex" to the customer you are not acting compliant. There are a lot of options how companies do it.
E.g. some companies enter in SDS a "hyperlink" to a portal there you can get the pdf file (as in your case). If this is "compliant": i can not answer the quesiotn. But i have heard that this is an option used. Many others use WWI standard options to generate the annex as part of the WWI document
Your case seems to be "difficult". Do you store the annex as pdf in SAP DMS with linkt to either REAL_SUB or material number?
in SDS procssing SDS is either printed or send per eMail. In my opinion by strating with "shipping order" you will not suceed to get a robust process. The process should/must be handled EHS internally

as you know: from legal perspective you must ship SDS/MSDS 100% complete (with exposue scenario). According to my knowlegde; You are not the only one in such a situation. Some ruomr exists that in this case in the WWI a link to a portal is given there then the client can download the pdf.
But other approaches exists as well. The exposure scenario belongs to one REAL_SUB. You could try to attachd pdf file as inbound to REAL_SUB; modify/enhance your sds distribution process so that in one "package" two different documents are considered.
The fist question which need to beanswered: if you an EHS system with current SP then your property tree is enabled to generate "exposure scnario" within EHS: As you will have as well the "language" problem wha can the company not start to maintain the exposure data in EHS ? Then there is no need for additional pdf file
